About IRENA:
IRENA is an inter-governmental organization, mandated by Governments worldwide to promote the widespread and increased adoption and sustainable use of all forms of renewable energy. In order to do so, IRENA will facilitate access to all relevant renewable energy. It facilitates and analyses the sharing of best practices and lessons learned regarding policy frameworks, capacity-building activities, available financial mechanisms and relevant technologies on renewable energy.

Job Overview:

The Division of Administration and Management Services is responsible for providing the Secretariat with an efficient support in managing its human and financial resource and ensures effective and timely delivery of Human Resources, Information Technology, Procurement,  Financial, Travel and General services.

The Information and Communications Technology (ICT) section provides a broad range of solutions and services to IRENA offices by enhancing technology to achieve the work programme targets. ICT works on strengthening service delivery operations aimed at enabling staff members, Members and other stakeholders to connect and share knowledge continuously.  ICT targets to improve work efficiency with the newest tools, technologies and applications to increase transparency and accountability in the organisation.

Job Requirements:
  • Demonstrates in-depth knowledge of systems design, and development, management, implementation and maintenance of complex information systems. 
  • Ability to develop and oversee large centralized or decentralized institutional systems; conceptual and strategic analytical capacity to understand information system and business operational issues so as to thoroughly analyze and evaluate critical matters. 
  • Ability to integrate knowledge with broader strategic, policy and operational objectives. 
  • Ability to advise senior management on complex systems development and related matters of significant importance to the Agency.

Planning and Organizing:

  • Advanced university degree (Master’s degree or equivalent) in computer science, information systems and technology, telecommunications or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

  • A minimum of ten years of progressively responsible experience in managing diverse information systems technology and telecommunications operations, planning, design, development, implementation and maintenance of computer information systems or related area.

  • Excellent command of written and spoken English is required.  Knowledge of other languages is desirable.

Job Duties:
Under the supervision of the Director, Administration and Management Services, the Chief Information Communications Technology will be responsible for the following duties: 
  •     Conceptualizes and develops strategy for the design and implementation of major systems initiatives; manages and oversees multiple, concurrent and often disparate tasks for projects that often involve innovative applications, dissimilar systems, as well as databases and highly complex system integration and linkages.
  •     Provides authoritative technical and policy advice to senior managers on systems development in a changing business environment and the implications of various alternatives, on business applications and other related issues; identifies and plans for future needs; develops and disseminates best practices in ICT.
  •     Develops innovative solutions to resolve intricate problems that impact critical areas of the organization’s work.
  •     Oversees the management of activities undertaken by the ICT section, ensures that planned activities are carried out in a timely manner and coordinates work of the different areas both within the Division and with other Divisions in the organization.
  •     Ensures the development of standards, procedures and practices to ensure a stable and effective systems environment. Ensures all IRENA’s ICT assets are correctly recorded and accounted for.
  •     Analyzes and outlines both infrastructure and application needs for the short, medium and long term for IRENA.
  •     Leads and directs a team of information systems officers; plans and allocates work assignments; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs.
  •     Plans procurements of ICT requirements, including conducting needs assessments and benchmarks, preparing Terms of Reference (TORs) for the procurement tenders on ICT.
  •     Develops and monitors performance measures; ensures that projects meet established time and cost parameters and standards of technical quality.
  •     Sets up controls necessary for smooth ICT operations and oversees Helpdesk support services.
  •     Prepares and monitors the budget, work program, and spending plan for the section.
  •     Performs any other duties as may be required.

IRENA reserves the right to appoint a candidate at a lower level than the advertised level of the post.

(1) The amounts for the following benefits are only indicative and subject to periodic adjustments: Post Adjustment (currently 71.5% of the Annual Net Salary), Dependency allowance (US$2,929 per dependent child p.a), non-removal allowance, if applicable (US$2,700 with dependents, US$2,020 without dependents p.a), medical insurance for staff members and dependents, Rental subsidy (currently 45% of the annual rent up to a maximum ceiling of AED 190,000 p.a), Provident Fund, and other entitlements as applicable.
