About  IRENA:
IRENA is an inter-governmental organization, mandated by Governments worldwide to promote the widespread and increased adoption and sustainable use of all forms or renewable energy. It facilitates and analyses the sharing of best practices and lessons learned regarding policy frameworks, capacity-building activities, available financial mechanisms and relevant technologies on renewable energy.

Data and information, both quantitative and qualitative, are a foundation of decision-making and encourage action to advance the energy transition towards a sustainable future. While renewable energy field is relatively new yet quickly evolving, the related data and information are scattered and not harmonised. IRENA’s unique mandate and near-universal membership destines it to strive to become the centre of excellence for global renewable energy information.

IRENA is expanding its capacity for the systematic collection, harmonisation and dissemination of the relevant data and information, by forming constructive, inclusive partnerships to gain access to primary data sources. IRENA will improve the quality and reliability of renewable energy data and make this information accessible on a single user-friendly global renewable energy Knowledge Gateway.

Job Requirements:
  • Good knowledge of the renewable energy sector; ability to implement large projects/programmes, formulate priorities and successfully implement programmes; familiarity with the renewable energy information platforms and major information providers; proven ability to identify information gaps and develop partnership strategies; ability to produce reports and papers on technical issues. 
  • Ability to generate and communicate broad and compelling organizational direction.

Education: Advanced University degree in the field of engineering, energy, environment, social sciences and /or any other relevant field. A first level university degree in combination with qualifying experience may be accepted in lieu of advanced university degree.

A minimum of ten years of progressively responsible experience in Knowledge management, establishing and coordinating partnerships; team management; good understanding of establishing requisite database to support the process, some of which should be at the international level; experience in working with and mobilising a rapidly-expanding stakeholder community and drawing on their knowledge, experience and resources; good knowledge of Renewable Energy technologies.  Experience in international cooperation and in dealing with multilateral agencies and fora is desirable.
  • Excellent command of both written and spoken English is essential. 
  • Knowledge of other languages is desirable.

Job Duties:
Under the guidance of the Director, Knowledge Policy and Finance Centre, the Senior Programme Officer, Knowledge Management is expected to coordinate a wide variety of stakeholders in a highly efficient and professional manner and will be responsible for the following duties:
  •     Manages the Knowledge Unit and ensure the implementation of IRENA’s Gateway to Knowledge on Renewable Energy. Ensures the delivery of the outcomes expected from all its projects focused on resource assessment, statistics, and various qualitative and quantitative databases;
  •     Manages budget allocated to each activity, establishes priorities, and reports on the budget disbursement, staffing and performance of the Knowledge Unit;
  •     Ensures close links with the other IRENA Directorates in particular in integrating other data and information gathering activities as well as to identify synergy and interventions in line with priorities identified by countries;
  •     Undertakes knowledge gap analysis at regular intervals and  putting in place strategic partnerships to address the gaps therein;
  •     Initiates, develops, promotes and implements activities under knowledge management using internationally recognized information tools and knowledge management practices, to enable member countries  to make informed choices;
  •     Contributes to the communication strategy of the Agency  to have an effective outreach to the member countries;
  •     Supervises preparation of various written outputs e.g.  background papers, analysis, substantial sections of reports and studies, inputs to publications;
  •     Performs other duties as required.

IRENA reserves the right to appoint a candidate at a lower level than the advertised level of the post.

(1) The amounts for the following benefits are only indicative and subject to periodic adjustments: Post Adjustment. (currently 71.5% of the Annual Net Salary), Dependency allowance (US$2,929 per dependent child p.a), non-removal allowance, if applicable (US$2,700 with dependents, US$2,020 without dependents p.a), medical insurance for staff members and dependents, Rental subsidy (currently 45% of the annual rent up to a maximum ceiling of AED 190,000 p.a), Provident Fund, and other entitlements as applicable.
