Job Requirements:
• Bsc in Engineering is a must, PMP or MBA is advantage
• Fluent in English and Russian languages
• Minimum 15 years of working experience, of which at least 10 years of experience in Oil&Gas Industry and 5 years of Managerial experience
• Knowledge of international standards
• Good understanding of Project Control, Engineering, Construction and Management
• Previous work experience with pipelines projects

Job Duties:
• Assist the Program Director, Project Manager on the basis of authority and responsibilities delegated by them
• Participate in bidder selection process (manage proposal documents, contract documents, pre-qualification documents and tender bids, participate in technical and commercial evaluation)
• Participate in contract development and its subsequent negotiation with Contractor
• Prepare and define the project scope of work, its goals, and deliverables
• Develop the project plan, policies and procedures to support the achievement of the project objectives
• Plan and sequence project activities
• Identify and plan resources requirements
• Manage and control risks
• Maintain design integrity and quality within the project team
• Manage, ensure Quality Assurance, responsible for working within the provisions and guidelines of the Quality Assurance system
• Manager and coordinate the operational activities between the Contractor and project team:
• Review and approve the development of the schedule established for engineering and control, monitor and report Contractor performance
• Control the timeframe according to the contractual requirements and project control procedures
• Coordinate jointly with the Engineering Manager the operational activities between engineering and procurement, also between engineering and construction
• Develop, manage, assure compliance with the following project policies and procedures:
• Project Execution Plan including Summary Execution Plan, Coordination
• Procedure, and Critical Execution Issues
• Project for Services and Materials
• Manpower Mobilisation Plan
• Detailed Project Schedules
• Project Technical Specifications
• Project Quality Plan
• Health, Safety and Environmental Plans
• Provide input to the Project Monthly Report and review other inputs to the Monthly Progress Report
• Review monthly construction reports and initiate any corrective action with the Area Construction Manager
• Communicate progress and project status to senior management (reporting):
• Presentations of the project's status against the program plan or schedule
• Generate progress and project status reports regularly at varying levels of detail and at various stages through a project's monitoring and reporting cycle:
• Exception/Summary Reports
• Front End Schedule
• All Exception Reports eg. Planning, Document Control, Subcontracts, Construction Contracts
• Functional Progress Reports and presentations
• Manpower Projection Plan
• Contract Change Register
• Construction Contract Schedule
• Field Construction Plan
• Escalate issues that cannot be resolved in the team
